Outlook is a client side (on your computer) email client and Google Email is a server side (on the Internet) email client.
Not sure exactly what you mean by replying to websites, but if you are replying to an email you receive via Google to your Outlook, Outlook will always be your default email client until you get another program (Thunderbird maybe?).
If you are on the Internet and clicked a MailTo link, it can either open your Outlook or, if dynamic link, send you to an email like online form to fill out.
